Participants will be able to:

  • explain the origins, core principles and key instruments of International Humanitarian Law, where it applies and where it doesn’t;
  • understand the tools of humanitarian diplomacy, efforts to galvanise political commitment to IHL, and humanitarian disarmament;
  • apply the principles of distinction, proportionality and precaution to concrete cases, including the protection of medical personnel, facilities and aid workers;
  • distinguish the humanitarian principles (humanity, neutrality, impartiality, independence) and assess how they shape operational decisions and humanitarian negotiations;
  • critically evaluate contemporary challenges to IHL, including restricted humanitarian access and frontline negotiations.

In Unit 1, participants explore the origins and core principles of International Humanitarian Law (IHL), humanitarian action and humanitarian diplomacy, the challenges of delivering aid where access is contested, and the principles governing civilian protection, including the special status of medical personnel and facilities.
