Immigration and immigrant integration are two of the most pressing issues of our times. Since the entry into force of the Treaty of Amsterdam in 1999, the EU has acquired extended competences in the area immigration policy and the regulation of immigrants’ rights, which have become important areas of EU policy. This course investigates EU policy in the area of immigration and immigrant integration, focusing particularly on the role of different political actors and EU institutions therein, as well as on the policy output itself. During this course, students will engage with both theoretical and empirical literature on EU migration policy, as well as immigration, integration and citizenship more generally.
This course will provide you with a solid understanding of the process and the outcomes of the Europeanization of immigration policy. It will give you information on the institutional structure of policy-making at the EU level, the main actors and modes of decision-making involved, the historical development of EU policy in the area, and the main policies adopted since 1999. The course will be conducted as a seminar. As a seminar, it will be organized interactively and the participation of all students in the class discussions is vital for the success of the course. All students are expected to have done the assigned readings before coming to class, and to be able and willing to discuss the readings in class.
Basic reading for the course: Boswell, Christina and Andrew Geddes (2011). Migration and Mobility in the European Union. Basingstoke: Palgrave. The chapters in Boswell and Geddes will be complemented by more specific readings. Here are some examples: • Lavenex, Sandra (2010). ‘Justice and Home affairs: Communitarization with Hesitation’. In: Policy-Making in the European Union. Helen Wallace, Mark A. Pollack and Alasdair R. Young (eds.). Oxford, Oxford University Press: 457-480. • Joppke, C. (2007). Beyond National Models: Civic Integration Policies for Immigrants in Western Europe. West European Politics, 30(1), 1-22. • Bauböck, Rainer (1994). Changing the Boundaries of Citizenship: The Inclusion of Immigrants in Democratic Polities. From Aliens to Citizens: Redefining the Status of Immigrants in Europe. Rainer Bauböck. Aldershot, Avebury. 17: 199-229.
