Die Studierenden sind in der Lage, die Einbettung der EU-Organe, der mitgliedstaatlichen Akteure

und der Nichtregierungsorganisationen in das Mehrebenensystem der EU zu rekonstruieren.

Sie können komplexe Interaktionsprozesse der Verflechtung und des Zusammenwirkens

von Institutionen und Verfahren beschreiben und erklären. Die Studierenden sind in der Lage,

Fragen der demokratischen Legitimation europäischen Regierens zu analysieren.

The Seminar discusses concepts, hypotheses and applications of multi-level system analysis with regard to the EU's system. The seminar concentrates on the systematic analysis of functions and profiles of both the European Parliament and national (sub-national) parliaments with regard to policy-making (legislative and budgetary functions), control and accountability, (s)election and creation functions, communication, representation and interactions functions and system-development functions. We will analyse institutioal and functional change in institutional, procedural and functional scope dimensions. In how far, under which circumstances and depending on which (set of) intervening variables do parliaments develop their concepts and strategies for parliamentarisation, democratisation and legitimisation of the EU? And how do these concepts and strategies impact on interparliamentary processes and institutions?

Individual and group presentations may focus on the following subjects:

- MLG in poly- or hetero-archic systems

- Inter- and intrainstitutional dynamics of the EU

- Fabric of EU MLG and characteristics of the EU's institutions

- Institutional and procedural characteristics of European policy-making in the EU Member States

- MLG within the system of the Council of the EU

- MLG and the European Parliament

- MLG and national parliaments

- Multi-level parliamentarism and interparliamentary cooperation

All students draft short papers on selected research contributions. Two students (selection in alphabetical order) present their synthesis and introduce the discussion.
