Current Questions of European Law With Regard to the South Tyrol Autonomy

The aim of this course is to familiarise students with the core fundamentals of the autonomy of South Tyrol. Using the example of the South Tyrol autonomy, this course will enable them to independently prepare a core topic of EU law and to engage in an academic discussion on it.
This course covers various selected EU law topics, as well as current developments with regard to the South Tyrol Autonomy: e.g. the EU law conformity of promotional minority protection (proportional representation, affiliation with a language group, placing service privileges, educational system), application and execution of Union law by the Land South Tyrol, representation of South Tyrol in the Committee of Regions and to the European Union, impacts of the EU rules on state aid on economic development programs in South Tyrol, consequences of Austria’s status as an EU Member State on its protective function vis-à-vis South Tyrol, minority protection in the European Union, the “European Region Tyrol”, bilateral recognition of diplomas between Austria and Italy in the light of the European framework for the recognition of academic qualifications, admission of students from South Tyrol to Austrian universities.
Short presentations by the students based on the material provided by the course instructor, as well as group discussion.
The evaluation is based on the student’s presentation and a seminar paper of about 10-15 pages on the same topic. Active participation in class is taken into account.
