Die Studierenden können die Struktur- und Funktionsprofile unterschiedlicher demokratischer Regierungssysteme darstellen und erklären. Sie sind ferner in der Lage, auf der Basis einschlägiger theoretisch-konzeptueller Ansätze mäßig komplexe Phänomene aus dem Gegenstandsbereich der Vergleichenden Regierungslehre überwiegend eigenständig problemorientiert zu analysieren und zu bewerten



The aim of the course is to provide students with a theoretically and empirically sophisticated understanding of the functioning of coalition government in modern democracies. Starting with the spatial model of politics and how it is applied to the study of coalition government, the course discusses four main topics. Firstly, it explores the process and pay-offs involved in the formation of coalition governments; secondly, it covers the main problem in coalition governments, namely the inevitable risk of policy drift involved in multi-party delegation. Thirdly, the course looks at the policy promises parties make during election campaigns and how these are implemented (or not) when serving in (coalition) government; fourthly, the course explores the ways in which political parties seek to counter the risks inherent in coalition government, such as coalition agreements, legislative review, and junior ministers. Empirically, the course takes a comparative approach, drawing on cases and literature from across the world, with a particular emphasis on coalition government in Europe.

 

At the end of the course, students will be able to understand and explain:

·         How and why coalition governments form.

·         The role played by delegation in parliamentary government, and the risks involved in this process.

·         The use and implementation of election pledges.

How parties attempt to “police the bargain” through the use of junior ministers and the legislature.

 

No particular approach is favoured; the litererature covers a wide range of approaches to the study of coalition government

Oral presentation (40% of the grade) plus and a short research paper (60%).
