In this lecture, the students will receive an introduction to the main differences that distinguish the policy field „external action of the EU“, with regard to its structural and institutional aspects, from the so-called other „Union policies and internal action”. Moreover, the main substantial provisions and legal acts covering the Common Foreign and Security Policy (CFSP) including the Common Security and Defence Policy (CSDP) will be presented, as well as selected specific policies of the Union’s external action.

In the first part of the lecture, the main substantial components of the policy field „external action of the EU“ will be presented, as well as the innovations introduced by the Lisbon Treaty with regard to the institutional aspects (High Representative and his tasks, European External Action Service, EU-Delegations in third countries) and the rules governing the external representation of the EU. In the second part, the Common Foreign and Security Policy (CFSP) will be dealt with in more detail by exploring its objectives, the types of measures and legal instruments foreseen and the particular procedures applicable. In addition, the basics of the Common Security and Defence Policy (CSDP) will be touched upon. In this context, inter alia, legal questions relating to the participation of Austria in CFSP and CSDP as a permanently neutral country will be discussed. With a view to rounding off, selected aspects of some of the other specific policies of the Union’s external action will be described.

Presentation of the subject matter in form of a lecture, complemented by occasional case studies on the basis of relevant legal material and legal acts.
