Students can analyze and evaluate the specific functional logic of federal systems in comparison to centralized states. They are able to critically examine and evaluate the distribution of tasks and responsibilities, the institutions and actors, as well as questions of governability in multilevel systems.
Federalism is about the distribution of competences and responsibilities between central government and subnational entities. Focusing on a selected number of countries, the course deals with strengths and weaknesses of federal compared to more unitary systems.
