This course is intended to provide a cirtical understanding of recent global developments in public sector management and to work with students to develop their knowledge and skills in relation to the challenges which are posed by contemporary public management. After completion of this course, students will have (a) explored ciritically the changing nature of the challenges facing politicians and senior executives as a consequence of globalization, convergence, policy diffusion and transfer in public sector reform; (b) studied the importance and influence of international organiszations such as World Bank, OECD etc. on public sector renewal; (c) examined and assessed the nature and implications of the most recent developments and issues in public management literature; (d) aquired an understanding about how to lead and manage change processes successfully; (e) reflected critically upon the ways in which international developments in theory and practice address issues of importance to public managers in european countries.
Over the last two decades governments around the world have launched ambitious efforts to reform the management of their public sector organizations. Citizens in nations like United Kingdom, New Zealand, and the United States have demanded smaller, cheaper and more effective governments. At the same time they have also asked for more service delivery. To resolve this paradox, governments have experimented with ideas to be more efficient, to improve performance, and to reduce costs. This course charts the basic models of reform that are being employed worldwide, including New Zealand's Public Sector Management Model, the US efforts at "Reinventing Government", and related efforts in developed and developing countries. The standard strategies and tactics behind these reforms are reviewed.
