This course deals with and discusses connections and interdependencies between the state and social institutions with a focus on a particularly sensitive pair of terms: freedom and security. The relationship or interaction between the state and social institutions is particularly evident in this area as a factor of decisive influence on dynamics and developments. Starting out with the historical development of the penal system, selected topics related to freedom and security are presented, analyzed and discussed. This includes, among other things, connections between the labor market and the penal system, criminal phenomena, groups of offenders, criminal prosecution and reactions to delinquency, as well as the modern penal system. In addition, serious infringements on personal rights in other areas of law can also be included.
