organizations in the multilevel system of the EU. They can describe and explain
the complex interactions, interdependencies and cooperative efforts of institutions and
processes. Students are able to analyze issues concerning the democratic legitimacy of European
government.
The lecture is an integral part of the Jean Monnet Chair programme "AGENDA". We discuss concepts, hypotheses and fields of application of multi-level system analysis with regard to the EU. The lecture serves to systematically analyse the functional profiles of the European Parliament and the national (and sub-national) parliaments in the areas of policy-making (legislation and budget), control, election, recruitment, communication, interaction and system design in the course of the ideal-typical policy cycle of the EU. The change in parliaments' functions as a result of treaty changes will be analysed in terms of policy areas and countries in order to determine which factors are decisive for the realisation of different understandings of parliamentarisation, democracy and legitimacy and how these are reflected operationally in the parliaments and within the various interparliamentary structures (COSAC, Conference of Presidents, Joint Committee Meetings, etc.). The focus will be on the following topics:- Multi-level governance in polyarchic systems- Inter- and intra-institutional dynamics of the EU- Functioning of the EU institutions- Parliamentary control structures in international agreements of the EU with third countries- Institutional and procedural characteristics of European policy in the parliaments of the EU member states- Multi-level policy in the system of the Council of the European Union- Multi-level policy from the perspective of the European Parliament- Multi-level politics from the perspective of national parliaments- Multi-level parliamentarianism and interparliamentary cooperation between the European Parliament and the parliaments of the Member StatesTranslated with www.DeepL.com/Translator (free version)
Weekly lecture to introduce and discuss the compulsory literature presented in advance. Offer of voluntary participation of the students in up to 3 special assignments, which are intended to introduce the practical work of employees of parliamentary administrative practice in the EU (writing notes, briefings, speaking points, etc.). The participation is assessed and taken into account in the grading of the final exam.
